Understanding the risk

Risk is not just about probability—it’s a factor of probability, vulnerability, consequence, and velocity. While the perceived likelihood of a deliberate attack may seem low, the reality is: it can happen anywhere.

Soft targets—such as schools, event venues, transit systems, malls, and hotels—are especially vulnerable. These public-facing environments often lack robust screening measures and draw large crowds, making them prime targets for attacks intended to inflict mass casualties.
